달성군청사 외부공간계획은 지역사회에 기여하는 열린 행정과 열린 공원을 목표로 하였다. 금계산의 자연을 유입하고 대상지 내 기존수림과 원지형을 보존하여 숲속 공원을 조성하였다. 내부공간과 외부공간의 조화를 이루고 연계된 노천카페와 다목적 잔디마당의 조성으로 숲과 더불어 공원속의 청사를 구현하였다. 기능별로 독립된 시설과 동선체계와 의회, 행정, 문화의 세축을 상징하는 각각의 주 진입공간을 조성하여 상징과 기능성에 부합하도록 하였다.  

The plan for the outdoor space of the building was to create an administration building and an open park that contribute to the community. By using the nature of Kumgaesan mountain and preserving the original woods and landform, a park was built inside a forest. To harmonize the indoor and outdoor space and connect spaces, indoor cafeteria and outdoor cafe were built. By creating independent facilities by function and building three separate entrance ways that symbolize the three pillars of counsel, administration and culture, both symbolical and functional requirements were fulfilled. Also, the front side of the building offers a wide multi-purpose lawn for citizens.
